The Nederland Downtown Development Authority (NDDA) Executive Director is responsible for the development, execution, implementation and documentation of the Nederland Downtown Development Authority activities in the Town of Nederland.
Colorado law provides for the creation of a Downtown Development Association (DDA). DDAs focus on improving the economic vitality of the area within the DDA boundary. (Colorado Statute: Powers, Purpose, and Guidelines: CO Statute, Article 8, 31-25-801)
The Executive Director (ED) works cooperatively and effectively with business owners, property owners and prospective developers to advance the NDDA’s vision and goals, identify and secure grant funding, and perform all administrative functions associated with activities as identified by the NDDA.
Responsibilities include, but are not limited to project budget oversight, board administration, communication, and meeting coordination. The ED works closely with the NDDA Accountant and Treasurer, as well as the Town Treasurer. Fiscal responsibilities include but are not limited to managing the annual budget process, approving all invoices and expenditures with the Treasurer, handling accounts payable and receivable, reconciling financial transactions, maintaining project budgets, and acting as a resource for the annual audit. The ED has a working knowledge of Tax Incremental Financing, understands how operating revenue is collected through the Mill Levy and understands how to conduct an election. The ED should have strong bookkeeping skills.
Major Duties
- The ED coordinates NDDA board meetings; prepares agendas and develops supporting documents for the Agenda as needed. The ED ensures that Agenda’s are posted in accordance with Open Meeting Laws. The ED creates Requests for Proposals, Resolutions to engage TIF funds, and other NDDA documentation as needed.
- In partnership with the NDDA Board Chair, the ED will update orientation materials for new board members and will conduct training sessions.
- The ED is responsible for coordinating all NDDA projects and/or activities by working with NDDA board members and committees, the Town Administrator, and Town Staff as needed. The ED will provide regular updates to the NDDA board, as well as Town Staff, and may make periodic presentations to the Board of Trustees regarding NDDA projects.
- The ED reports to the Chair of the NDDA.The ED will support the NDDA board in the preparation of short and long-term economic and infrastructure development projects, plans ,and strategies. The ED will assist in identifying the scope and timing of specific projects pertaining to downtown revitalization.
- The ED will be familiar with stakeholders, organizations, and regulations directly or indirectly pertaining to the downtown commercial district. The ED will develop strategies for maximizing the community’s human and economic resources. The ED will identify local, regional, state and federal economic development resources and programs. The ED will foster and maintain a cooperative working relationship with existing business owners, prospective developers, landlords (absentee and local), residents and governmental agencies.
- The ED will work closely with the Board Chair, Treasurer, and NDDA Accountant to develop the NDDA’s annual budget. The budget process includes maintaining strong communication with NDDA committee members, strategizing fund usage, gathering supporting documents, and working with Town Staff to align final budget approval with the Town of Nederland’s budget development timeline.
- The ED manages NDDA financial accounts along with the NDDA Treasurer: project budgets, accounts payables and receivables, financial transaction approval, the NDDA budget. The ED works closely with the NDDA accountant to produce monthly/yearly financial reports.
- The ED fully understands NDDA revenue sources. The ED leverages these revenues by seeking contributed revenue through grants, foundations and other sources.
- The ED will have a working understanding of the NDDA Master Plan, the 2013 Town Comprehensive Plan, NDDA Traffic Study, Envision 2020 (2030) and NDDA Resolutions.
- The ED will maintain all historical and administrative files for the NDDA. The ED will update and maintain the NDDA website and social media platforms.
Job Requirements
The ED must have a Bachelors’ Degree and/or at least 3 years of experience in one or more of the following areas: urban planning, business or public administration, marketing/public relations, grant writing, non-profit administration, bookkeeping or related field(s). Past experience in project management, as well as working with a Downtown Development Authority is highly desirable. Knowledge of the Town of Nederland is also highly desirable.
- The ED must understand the issues confronting downtown business owners, property owners, public agencies, and community organizations.
- The ED must be entrepreneurial, energetic, innovative, well organized and capable of functioning effectively in an independent environment.
- The ED must professionally represent the NDDA and serve as liaison between NDDA board members, the local government, and other public, private or nonprofit groups and associations interested in downtown development.
- The ED must be skillful in maintaining effective working relations with co-workers, merchants, property owners, public officials and the general public.
- The ED must be proficient in Google Docs, GMail, word processing, spreadsheets, data-bases and presentation software.
- The ED must have a working knowledge of hosting virtual meetings, maintaining social media platforms, website maintenance and online marketing.
- The ED must have the ability to deal effectively in a demanding work environment, be organized and able to meet deadlines.
- The ED must be prepared to handle other duties as assigned.
- The ED must hold a valid Colorado driver’s license.
- An NDDA laptop is provided for NDDA purposes only. The NDDA maintains ownership of the laptop. The ED must have an internet source.
- At this time the ED works remotely. Hours vary. A workspace is negotiable.
- Some additional travel required.
PAY & BENEFITS: This is a part time position of at least 25-hours per week without benefits. Hourly rate range is $23-$28 depending on qualifications. The ED is expected to be available some evenings and weekends depending on schedules of meetings and district related activities. The ED has the potential to earn additional pay through project management as noted in project budgets.

NEW! COLORADO DIAL FRAMEWORK

The State of Colorado has moved to a new dial framework that allows countries to reopen their economies to the fullest extent possible while protecting their communities. This tool will provide transparency and predictability for local governments and allow for a visual representation of a county’s success in suppressing the virus.
The dial framework has five levels, from least to most restrictive, to guide county response to COVID-19:
- Protect Our Neighbors: Local public health agencies are able to contain surges in cases and outbreaks through testing, case investigation, contact tracing, isolation, quarantine, site-specific closures, and enforcement of public health orders.
- Safer at Home 1- Cautious: This is less restrictive than Safer at Home Level 2, for counties with low virus transmission but that have not yet achieved Protect Our Neighbors.
- Safer at Home 2 – Concern: The baseline. While we are all still safer at home, we are also able to practice greater social distancing in our great outdoors than in confined indoor spaces. (BOULDER COUNTY’S CURRENT LEVEL)
- Safer at Home 3 – High Risk: This is more restrictive than Safer at Home Level 2, for counties experiencing increases in the metrics. Action is needed, but Stay at Home may not be warranted.
- Stay at Home: Everyone is required to stay at home except for grocery shopping, exercise and necessary activities. Only critical businesses are open.
Currently Boulder County is at Level 2: Concern, which is the status quo to all activities and capacities Boulder County has been operating under up to this point. Track Boulder County’s progress and current status here.
Counties move between levels based on three metrics:
- New cases: How much the virus is circulating in a county.
- Percent positivity: Whether there is sufficient COVID-19 testing to capture the level of virus transmission.
- Impact on hospitalizations: Whether hospitalizations are increasing, stable, or declining
